Brush Set Rubber

Question: Above Ground Pool Vacuum PSI drops from 12 PSI to 3 PSI and isn't picking up anything in pool. Please advise.
I have a 24' round above ground pool.
This is 5th summer.
Pump and filter are new and on 2nd season.
Winterized everything well.
New hoses and secure connections with no leaks.
Took apart and put new sand in filter last summer.
Tried 2 different vacuum hoses - same problem.
Do I need new vacuum head? Any recommendations?
I read a vacuum head with wheels is better than standard one with brushes.
Don't know why I'm losing so much pressure.
Never had this problem before.
No blockages in hoses.
Already backwashed.
Chlorinator is set to FULL.
I primed the pump.
The rubber seal is secure in the lid of pump.
No petcock.
Pressure is good (12 psi) when pump is running normally or in Rinse cycle.
Please help!!!
The vacuum head is a year old with bristles still long and straight.Answer: if its a brush vacuum,maybe suctionn is pulling it down and bristles are worn out,causing it to stick to bottm
