Answer: I doubt there are classes for polishing silver. For silver soldering and repair or silver object you would give that to a silver or goldsmith.
So if you can find a silversmithing class in Jerusalem you can take part in it. You could either look if you find an individual silver smith who is willing to teach you (unlikely, unless you pay a lot for your class they lose a lot of time teaching you instead of earning money), or you can see if there are any courses in something like open enrollment classes at art schools or universities or community colleges.
You could e-mail somebody in the jewelry department at the Bezalel Academy of Art if they can give you advice.

Silver is very malleable and ductile, and as such it is highly preferred by goldsmiths in the manufacture of silverware and silver jewelry.
