Question: I want to repurpose brown plastic wastebaskets into blue/yel recyling bins? Will paint work, any other ideas?

Answer: There is a special kind of paint that adheres to plastic. It's called Krylon Fusion Spray Paint. You can probably get it at Home Depot or Lowes. I used it on plastic bins for my son, to make them look cooler, and it worked great.
